Universal United Kingdom Resort has moved well beyond surveys and early preparation. Enabling works are now taking place across several areas of the site, with large-scale soil stripping, mass grading, archaeological excavation, new construction routes and infrastructure preparation increasingly visible.
The government’s Special Development Order page was updated on 17 July 2026 with approved construction-management documents covering temporary roads, site access and mass grading, confirming the growing scale of the current earthworks programme.
Core Zone
The Core Zone will contain the main theme park and resort development.
Large areas of topsoil are now being stripped around the archaeological excavations, while huge quantities of material are being collected and moved towards designated storage or reuse areas.
A major change took place alongside the existing watercourse in July 2026 when hedges, bushes and other vegetation were removed. The brook is due to be diverted around the edge of the Core Zone, helping to clear the central development area for the future theme park.
Temporary haul roads and improved site entrances are allowing heavy machinery to travel farther into the Core Zone. Archaeological excavations continue alongside the earthworks, ensuring important remains are investigated before construction permanently alters the land.
Lake Zone
The Lake Zone is becoming one of the busiest parts of the entire resort site.
Large quantities of soil are being moved into this area as Universal begins reshaping and stabilising the landscape. Parts of the zone will be raised to improve flood resilience and create suitable platforms for roads, infrastructure and associated development.
Archaeological excavation continues across the Lake Zone, while soil stripping has expanded into previously untouched areas. New habitat ponds and environmental mitigation works are also visible around the edges of the zone.
Over time, this area is expected to contain a substantial new lake, landscaping, drainage infrastructure and ecological habitats.
Manor Road
Manor Road will close to through traffic for 24 hours a day from 27 July until 5 October 2026.
Universal describes the closure as necessary for ongoing site stabilisation and enabling works. The road sits between the Core Zone and Lake Zone and will become an important part of the major earthmoving operation taking place across the resort site.
Broadmead Road and the West Gateway
Broadmead Road reopened on 17 July 2026 following enabling and access works.
The road provides an important early entrance into the development, with temporary construction routes leading towards the Core Zone and the future Transport Hub.
Three-way traffic lights have also been brought into operation at the Woburn Road and Broadmead Road junction as activity in the area increases.
East Gateway and Wixams station
Preliminary activity has started around the East Gateway, where the resort will connect with the expanded Wixams railway station.
Vegetation clearance, site preparation and archaeological work have begun near the proposed access route. The wider transport plans include an expanded station, improved local roads, direct connections with the A421 and new active-travel routes.
Northern Ecology Zone
The Northern Ecology Zone is being prepared for habitat creation and environmental mitigation.
This area will help compensate for habitats affected elsewhere on the development and will include new planting, ponds and areas managed for wildlife. Several public footpaths crossing or approaching the resort site have already closed to allow ecology and construction work to proceed safely.
What happens next?
The next visible stage is likely to include:
- A significant increase in soil movement between the Core and Lake zones.
- Further stripping and preparation of construction areas.
- Expansion of archaeological excavations.
- Continued work on the diverted watercourse.
- More permanent site access and utility infrastructure.
- Demolition of remaining buildings identified within the approved works.
- Further preparation around Wixams station and the transport gateways.
The structures that will eventually form the themed lands may still be some distance away, but the work now taking place is creating the stable, drained and serviced platform on which the resort will be built.

Universal United Kingdom Resort site-zone guide
The development has been divided into several zones. Each one will perform a different role in the construction and operation of the resort.
Core Zone
The Core Zone is the heart of Universal United Kingdom Resort.
It will contain the main theme park, themed lands, rides, attractions, entertainment venues, visitor facilities and much of the resort’s supporting infrastructure.
Current activity includes archaeology, soil stripping, vegetation clearance, haul-road construction, utility preparation and work connected with diverting the existing watercourse.
Lake Zone
The Lake Zone sits mainly to the south and west of the Core Zone.
It will provide water management, drainage, landscaping, ecological habitats and associated development. Parts of the land are being raised to improve flood resilience, using suitable material excavated or stripped from elsewhere on the site.
A large permanent lake, reedbeds, islands and habitat areas are expected to form part of the completed landscape.
Transport Hub and West Gateway
The Transport Hub and West Gateway will form one of the principal arrival areas for visitors.
This zone is expected to accommodate railway, coach, shuttle and other transport infrastructure. It will connect the resort with an expanded railway station and the wider road network.
Temporary construction routes and work compounds have already appeared across this area.
East Gateway
The East Gateway will connect the resort with Wixams station and the eastern side of the development.
The area will include new access routes, active-travel connections and infrastructure associated with moving visitors between the railway and the main resort.
Early vegetation clearance, archaeological work and preliminary station-related activity began during 2026.
Northern Ecology Zone
Within the Lake Zone, the Northern Ecology Zone is primarily intended for environmental mitigation and habitat creation.
New ponds, grassland, woodland and other habitats will help replace or improve ecological areas affected by construction elsewhere on the site.
Infrastructure corridors
Infrastructure corridors will carry the roads, drainage, utilities and services needed to operate the resort.
Although these areas may attract less attention than the future theme park, they are essential. A destination expecting millions of visitors requires substantial power, water, drainage, communications and transport infrastructure.

Universal Destinations & Experiences confirms that it has acquired land near Bedford and is exploring the possibility of developing a theme park and resort.
April 2024

From brickworks to blockbusters
Long before roller coasters were proposed for Kempston Hardwick, the land formed part of one of Britain’s most important brickmaking landscapes.
The Marston Vale contained vast deposits of Oxford Clay, a material particularly suitable for producing Fletton bricks. During the twentieth century, the London Brick Company transformed the area with clay pits, factories, railway sidings, chimneys and workers’ communities.
The future Universal site is most closely associated with the former Kempston Hardwick brickworks, although it formed part of the much wider industrial landscape centred around Stewartby.
Brickmaking altered the land dramatically. Clay was extracted from enormous pits, industrial railway lines crossed the fields and parts of the landscape were later restored, filled or repurposed. The closure of the Kempston Hardwick works was announced in 1999, while brick production continued at Stewartby until 2008.
That industrial history still shapes construction today. Universal must deal with former foundations, altered ground, clay extraction areas, capped land and the remains of previous structures before the modern resort can rise.
The transformation could hardly be greater: land once used to manufacture bricks for homes across Britain is now being prepared for themed attractions, hotels and entertainment experiences.

Why are archaeologists working on the site?
Evidence of settlement and activity dating from the Iron Age, Roman period and later eras has been identified across the development land.
Archaeologists are recording and investigating these areas before construction permanently changes them.
What is happening to the existing watercourse?
The watercourse crossing the Core Zone is expected to be diverted around the edge of the main development area.
